Anand Manohar Parchure has been in the legal profession since 1982. Prior to having a legal career, he worked as a Forest Contractor and also as a Sales Agent for several consumer products. He has been practicing at the Nagpur High Court for the last 37 years.
In his career as a lawyer, he has handled several Public Interest Litigations representing several social causes successfully. He is a Standing counsel for the Maharashtra State Board of Secondary and Higher Secondary Education, SICOM, National Institute of Technology, at Silchar (Assam) and VNIT, Nagpur (Maharashtra). His realistic advice to VNIT to avoid fruitless litigation, even at the cost of his fees, resulted in MHRD referring matters from other institutes to him.
Has acted as a Nominee of the Chief Justice of Bombay High Court for legal services authority for over a period of 15 years. Representing State and Central Government in various important legal issues. Defended in several sensitive causes which were widely acclaimed for his legal achievements.
He has been appointed as Amicus Curiae in several matters including the ones which forced the Central and State Governments to prescribe the Central Teachers Eligibility Test (CTET) / Teachers Eligibility Test (TET) for persons to be appointed as teachers in schools. Also successfully handled a case regarding mushrooming growth of the D.Ed./B.Ed. colleges and low standards therein which ultimately resulted in the closure of 532 such colleges.
Assisted the Court/Commission in canceling illegal allotment of Urban Land Ceiling lands to educational institutions run by unscrupulous politicians by working pro bono for ten years. He has espoused several public and environmental causes for development and rejuvenation of Pandhrabodi Lake, Nagpur and also developed Lonar Crater, Buldana as a World Heritage Site.
He has also appeared as an Amicus Curiae in matters relating to determining the scope of Sections 169 to 173 of The Code of Criminal Procedure, 1973, and succeeded in laying down a procedure for acceptance of A, B, and C summary in Criminal Trials. He has appeared as Prosecutor/Special Counsel in proceedings of custodial deaths, Prevention of Corruption Act cases, and defended high-ranking Police Officers in Contempt proceedings.
He has appeared on behalf of the State/Central Investigation Departments in several important matters including the celebrated matter of exhuming the body of Mustafa Baba from an unauthorized location to the Official Burial Ground, thus defeating the ill motives and anti-national activities of terrorist elements who were likely to seize the opportunity to mushroom. He has appeared in several important Writ Petitions as Counsel for Petitioners and also as Amicus in several leading service matters, public administration, etc. He has been Senior Standing Counsel for the Income Tax Department for the last 20 years.
He holds a degree in B.Com. and LLB. respectively.
